Race, Rent, and Power: Exposing the Systems That Shape Housing Inequity
Presented at the 2025 Person Centered Housing Options (PCHO) Annual Conference: e-Racing the Shades – Confronting Housing Inequities, Race, Rent, and Power examines how these three forces intertwine to shape nearly every housing outcome in America.
Tracing a line from redlining and exclusionary zoning to today’s rent burden and homelessness, the presentation reveals how inequity isn’t accidental — it’s designed. Through history, policy, and data visualization, Gaither demonstrates how inequities leave measurable evidence and how visualization turns that evidence into actionable insight.
The session concludes with a live walkthrough of the Racial Equity Dashboard, a tool that makes disparities visible in real time and helps communities turn awareness into accountability. Once inequity is seen clearly, it can’t be unseen — and that’s where change begins.
